[FA]Talented Commander - 02/25/2011 Just starting

So here is the basic idea behind adding in a "talent" system to FA, aka the promised, but never implemented abilities for Learned Commander.
Goals:
1. Make separate from Learned Commander, but compatible with it.
As that implies, I am going to write them as two separate mods. The reason is pretty simple, one can be game breaking on its own, the two together could be really silly. However, I can also see them being quite fun if ran together. So rather than force it, I will give people a choice.
2. Make all abilities/talents substantial and important.
What this means is that if you get the Ion Storm ability for the Cybran ACU, it will change how you play him. In this case, it will do enough damage and have a stun component such that it is a game-ender level choice. However, the price of all upgrades will be much higher for that.
3. Give upgrades that are less substantial so as to not make the game all about waiting for the one big choice.
This is where LC and TC can break the game if together. This will be like LC's % based upgrading. Only, in this case, you have the choice of how many points to put into it. But since both will be % based, they will have a rather nasty habit of increasing the strength of each other.
4. Give any unit that does not have any upgrades explicitly defined for it a % increase in strength.
This is needed for two reasons, first, there are over a hundred units and I dont want to have to force the player to take the inevitable % increase to production that mass/energy generators will have as really their only option. That is just too much micro. Also, custom units would not be able to benefit if I did not implement something like this.
5. Make all talents/upgrades unit wide.
What I mean by this, is that any upgrade you take will be applied to all units of that type rather than on a per unit basis. This is to avoid the previously mentioned forcing a player to do too much micro.
6. Make a system where any custom unit authors can add in abilities easily without affecting their units if this mod is not running.
This is by far the most ambitious part of this project. It will have a system where if a custom file exists in the unit's directory, it will be loaded by TC and used to define and activate any upgrades defined in it. This one may not work. I dont know yet.
7. The AI gets a flat % increase in strength like in LC.
This is just a simple necessity due to the AI never being able to understand this mod.
As a side note, point acquisition will be 10X slower than in LC.
Upgrades:
Cybran ACU:
Points:
200: Nanite Infection - Stuns and issues a stop command to all units in range. (note this means it clears all commands from units).
100: Ion Storm - Stuns and damages all units in a radius around the ACU. The electrical discharge can jump to other nearby units.
40: Interference - decreases the range of Omni in an area around the ACU by 90%.
20: Dostya's Wrath - A tornado of 20 missiles spirals up from the ACU and attacks enemy units in the area with the missiles split evenly between any available targets.
10: (repeatable)100% increase in build speed
10: (repeatable)100% increase in resources generated.
10: (repeatable)100% increase health
10: (repeatable)Adds 1 radius to all weapon's aoe range.
UEF ACU:
Points:
200: Super Billy - the small size of Billy and some electronics added to it, make all tactical and strategic missile defenses ignore it.
10: (repeatable)100% increase in build speed
10: (repeatable)100% increase in resources generated.
10: (repeatable)100% increase health
10: (repeatable)100% increase to weapon rate of fire.
UEF Mech Marine:
10000: Big Adventure - all the mech marines get excited and go on a big adventure. They get a 1000X increase to all their stats.
Seraphim Walker Experimental:
10: Phason Orbs - An orb over each shoulder targets and attacks targets with a phason beam.
