Find that Mod?

Hi,
I must be blind, but I know I saw an FA mod that slowed down upgrading to T2 & T3 levels. I have searched for hours trying to find it again but no luck. Maybe it was on another website or maybe it is a feature of a major mod?
If anyone knows of such a mod please reply.
PS. It is not the NoTech mod, it definitely permitted upgrading to T2 & T3 but over a greater time period.

Mike|||Found it. It's called "Slower Factory Upgrade" and it's for original Supreme Commander not Forged Alliance. I'm NOT very good at making mods but I might be able to learn from that mod and make one for FA.
